I don't know what sort of birds these are but there was a flock of them floating on a small patch of unfrozen water in the pond at Changgyeonggung this afternoon.

These ducks are called Mandarin, near where I live in Yorkshire there is one who resides on the Leeds/Liverpool canal he has been with us for at least a year, over here there a not that many, pehaps 2000 in the UK.
